CONDITIONS TO MOVE UNDER ANNUAL PERMIT

SINGLE AND COMBINATION TRUCK CRANES

 

1. LIMIT OF AUTHORIZATION. (Ref. Los Angeles Municipal Code 62.135 to 62.150).
This permit is valid only within the limits of the City of Los Angeles.   It is valid on all City streets and States Highways under City maintenance except those streets shown on the attached list of prohibited streets or any street which has a posted weight limit which is less than the gross weight of the permitted load.
 
2. COMPLIANCE WITH APPLICABLE LAWS.
The requirements of the California Vehicle Code and any other applicable laws must be complied with in all particulars, except as specifically provided herein.
 
3. LIGHTS AND SAFETY DEVICES.
On booms, in addition to the lighting requirements of Section 24604 California Vehicle Code (C.V.C.), additional "Clearance Lights" of the type specified in Section 24604 C.V.C. shall be mounted in pairs, one on each side of the boom, at not more than six (6) feet intervals for the entire length of the boom.
 
4. FRONT OVERHANG.
When overhang to the front exceeds twelve (12) feet beyond the front of the tire of the foremost wheel, the overhang shall be deemed EXCESSIVE AND A WARNING SIGN READING "CAUTION - EXCESSIVE FRONT OVERHANG" , in block letters not less than four (4) inches high, must be displayed on the rear of the vehicle or combination of vehicles.  When traveling during the hours of darkness, these signs must be illuminated with electric lights, unless they have been constructed with a suitable reflectorized material to be readily visible to approaching traffic.  Two pilot cars, traveling at a suitable location to provide protection for traffic, shall accompany the vehicle at all times when the front overhang exceeds twenty-five (25) feet beyond the front face of the tire of the foremost wheel.  At no time shall the front overhang   exceed thirty-two (32) feet beyond the front face of the foremost tire, unless specifically authorized on the face of the permit. When front overhang is less than 25' only one pilot car req.
 
5. REAR OVERHANG.
When there is an overhang to the rear exceeding 25 feet beyond the back face of the rearmost tire of the vehicle or combination of vehicles, a pilot car shall accompany the vehicle at all times traveling at a suitable distance to provide protection to approaching traffic and to provide its driver with a clear observation of any damage to the highway facilities resulting from the vehicle's passage.  In no case, shall the rear overhang exceed thirty-five (35) beyond the back of the rearmost tire of the vehicle or combination of vehicles.
 
6. PILOT CAR.
The pilot car, specified in paragraphs 4 and 5 above, shall be an automobile, jeep, pickup, light truck or other vehicle as defined in Section 472 C.V.C. and equipped as specified in Section 25270, 27904, 27904.5, 28100, 28101, 28102, and 28103 C.V.C.
7. MAXIMUM LENGTH.
At no time shall the overall length of the unit, measured from the outermost extremities, exceed 110 feet.
8. OVERWIDTH VEHICLE.
The maximum allowable width for a vehicle or its load to qualify for an annual permit shall be 14.6 feet. A warning sign reading " CAUTION - WIDE LOAD" or "CAUTION - EXCESSIVE WIDTH" in block letters not less than four inched high, must be prominently displayed on the vehicle at all times when the vehicle or its load is over eight feet six inches (8' 6") wide. When traveling during the hours of darkness, these signs must be illuminated with electric lights,unless they have been constructed with a background or letters of suitable reflectorized material to be readily visible to approaching traffic.  At no time shall any fixture (mirrors, et.) extend beyond the 14.6 feet maximum width.
9. HEIGHT LIMITATION.
The maximum allowable height for a vehicle on its load to qualify for an annual permit shall be no higher than 16'  (16 ft.).
10. CLEARANCE RESPONSIBILITY.
It is the responsibility of the permittee to check the route to be traveled for overhead and side clearances.
11. KEEP TO RIGHT OF CENTER LINE.
This load must be kept to the right of the center line at all times and must stay off shoulders except when entering or leaving the highway or when necessary to allow trailing traffic to pass on narrow or winding road.
12. OPERATING DAYS AND HOURS.
Moving is prohibited on Mondays through Fridays during the hours of 7:00 a.m.to 9:00 a.m. and 4:00 p.m. to 6:00 p.m. On Saturdays, moving is prohibited during the hours of 12 noon to 12 midnight.  This permit is not valid on Sunday or on the following holidays-New Year's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day and Christmas Day unless specifically authorized by the Board of public Works.
13. PARKING OF VEHICLE.
Permittee shall not, during restricted hours or at any other time, stand or park the permitted vehicle on any street in violation of posted parking restriction.   Permittee shall not park the vehicle where it creates a hazard or traffic obstruction.  If the move fails to reach its destination prior to the commencement of a restricted movement period, the operator shall, using reasonable care and precaution to prevent traffic disruption, proceed to the nearest location suitable for parking and shall remain parked for the duration of the restricted period.
14. PERMIT TO BE CARRIED IN THE VEHICLE AND OPEN TO INSPECTION.
This permit shall be carried in the vehicle or combination of vehicles to which it refers and shall be available for inspection by any inspector of the Board of Public Works for the City of Los Angeles, any peace officer or traffic officer, or any authorized agent of the California State Department of Transportation charged with the care or protection of the highways.
